MCMC Type Approval for Wireless / Bluetooth Products (Malaysia)
As long as a product carries a wireless function — Bluetooth, Wi-Fi, mobile network, RFID/NFC or any radio-frequency (RF) emission — importing, marketing, distributing, installing or using it in Malaysia in principle requires first obtaining MCMC type approval (Type Approval / Compliance Approval). The competent authority is the Malaysian Communications and Multimedia Commission (MCMC), with the legal basis being the Communications and Multimedia Act 1998 and the Communications and Multimedia (Technical Standards) Regulations 2000; the actual testing and certificate issuance are carried out by MCMC's designated certification body SIRIM QAS, which is why the industry often simply calls it "SIRIM certification."
MCMC and SIRIM: who does what
Many people conflate MCMC and SIRIM, but the division of roles is actually quite clear:
- MCMC: the policy and regulatory authority, responsible for setting technical standards, licensing and oversight, deciding "what is regulated and to what standard."
- SIRIM QAS: the certification body appointed by MCMC, responsible for receiving applications, reviewing test reports, issuing certificates of conformity (Certificate of Conformity / Compliance Approval) and managing labels.
In other words, the counterpart you deal with is usually SIRIM QAS, but the certification authority comes from MCMC and the Communications and Multimedia Act 1998.
Which products need type approval
Almost anything containing an RF or telecom-communication module is covered:
| Type | Common products |
|---|---|
| Short-range wireless | Bluetooth earphones / speakers, Wi-Fi routers, smart appliances, IoT sensors |
| Mobile communications | Smartphones, tablets, 4G/5G modems, mobile routers |
| Other RF | Wireless microphones, remote controls, RFID/NFC devices, wireless monitors |
The principle is simple: if it actively emits radio waves, assume it needs approval first. Purely electrical products (with no wireless) go through the Energy Commission's electrical safety certification (see the 34 categories of regulated electrical equipment and the ST-SIRIM electrical certification guide); the two systems are different and cannot substitute for each other. If your product "both plugs in and has Bluetooth," it very likely needs both.
Certification types
Three kinds of approval are common under the MCMC system:
- Type Approval / Compliance Approval: the mainstream route, for general communications equipment that already has test standards.
- Special Approval: for equipment that has no corresponding standard yet, or for small-volume special-purpose use.
- Labelling: after approval, the MCMC label must be affixed as required.
What the MCMC label looks like
After approval, the product must carry the MCMC label: a triangular mark containing the wording "MCMC," with a Unique ID shown below it — a CID if the certificate is held by the manufacturer, or an HID if held by the certificate holder. The label must meet MCMC's minimum size and minimum coverage-ratio requirements, and be clear, durable and not easily detached. Actual dimensions and placement are subject to MCMC's current labelling specifications.
Practical process and documents
- Confirm the local importer / certificate holder: the application requires Malaysian local legal-entity status; foreign manufacturers must submit through a local importer or representative.
- Prepare technical documents: product photos (including PCB board photos), an English user manual, trademark / authorisation documents, and RF, EMC and electrical safety test reports.
- Submit to SIRIM QAS for review: reviewing whether the test reports meet the corresponding technical standards; a factory audit is generally not required.
- Obtain the certificate and label: after the certificate of conformity is issued, affix the MCMC label as required before going to market.
In practice the turnaround is usually about a few weeks (depending on document completeness), but a series of models will not be certified together — each model in principle applies separately, so factor the number of models into your budget and timeline planning.
Common mistakes
- Assuming FCC/CE exempts you from testing: overseas reports can serve as supporting evidence, but cannot replace MCMC type approval and the MCMC label.
- Missing the wireless module: the main unit gets ST electrical certification, but people forget the built-in Wi-Fi/Bluetooth needs to separately pass MCMC.
- Submitting without a local legal entity: without Malaysian importer / certificate-holder status you cannot apply.
- Trying to cover a whole series with one certificate: different models must apply separately — don't assume "the same series applies automatically."
Frequently asked questions (FAQ)
Q: Do Bluetooth earphones and Wi-Fi routers definitely need MCMC? Yes. Any wireless communications equipment that actively emits RF must, in principle, obtain MCMC type approval and carry the MCMC label before import and sale.
Q: Is MCMC certification issued by MCMC or by SIRIM? The certificate is issued by SIRIM QAS as appointed by MCMC, but the certification authority and standards come from MCMC, which is why it is often called "SIRIM certification."
Q: Does my product need both ST and MCMC? If the product is both regulated electrical equipment and contains wireless functions, both are usually required: electrical safety through the Energy Commission's ST-SIRIM, and wireless communications through MCMC type approval.
Q: Can multiple models in one series be certified together? Generally it is not accepted to combine an entire series into one certificate; different models in principle apply separately and must be documented and submitted individually.
Q: Can a foreign manufacturer apply on its own? The application must be made through a Malaysian local importer or certificate holder; a foreign legal entity cannot apply directly in its own name.
Self-check list
- [ ] Confirmed which wireless module the product contains (Bluetooth / Wi-Fi / mobile network / RFID, etc.)
- [ ] Confirmed whether it is also regulated electrical equipment (requires ST-SIRIM in parallel)
- [ ] Prepared RF, EMC and electrical safety test reports, PCB photos and an English manual
- [ ] Arranged for a Malaysian local importer / certificate holder to submit the application
- [ ] Planned the budget and timeline for separate submission per the number of models
- [ ] Affixed the MCMC label (with Unique ID) per MCMC specifications before going to market
Summary
The core of wireless-product compliance in Malaysia is MCMC type approval + the MCMC label, carried out by SIRIM QAS. The two easiest traps: one is missing a built-in wireless module and only doing electrical safety; the other is trying to cover an entire series with a single certificate. Sort out "is there RF?" and "how many models?" first, and the rest of the process runs smoothly.
